Freeholders OK $357M budget for 2009

TOMS RIVER — Ocean County government's $357.6 million 2009 budget was adopted Tuesday afternoon at a special public meeting of the Board of Freeholders.
Adoption of the budget followed the approval of a $5.5 million amendment to fund a late directive from state government to the county to increase its contribution to the public employee pension system.
Under the new budget, the county tax rate will remain 25.4 cents per $100 of assessed value in 2009.
"We continue to move forward in a growing county to do the capital projects that are necessary, but again, we do them within our means," Freeholder Director John C. Bartlett Jr. said. "This county, as well as all governments, (is) faced with steep revenue declines and increased costs of doing business. However, this county, because of its past conservative budgeting approach, has been able to weather the storm without layoffs or furloughs, or without tax increases. We're proud. We've delivered what we always said we would, when we said we promised."
The board is expected to bond about $30 million to maintain the county's infrastructure, while simultaneously retiring about $34 million in debt from previous capital expenditures.
The capital improvement projects include:

Reconstruction of Route 539 in Plumsted;
- Reconstruction of Route 528 in Jackson;
- Rebuilding West Bay Avenue in Barnegat;
- Rebuilding Double Trouble Bridge in Beachwood and South Toms River;
- Resurfacing Route 530;
Funding $1 million in partnership with the New Jersey Turnpike Authority to make the Garden State Parkway's Exit 88 in Brick a full interchange; and
Funding Phase 3 of the planned 15.6-mile-long Barnegat Branch Trail over the defunct Central Railroad of New Jersey right of way between Barnegat and Toms River.
None of the Democratic candidates or Republican challengers for seats on the board of freeholders who filed a day earlier to run in the June 2 primary attended the meeting.
